Hebrew liturgy refers to God as Ha-Omer Ve-‘Oseh, “The One Who Says and Does.” That is, God has only to speak the word and the deed is done. Va-yomer Elohim, Y’hi ‘or, “And God said, ‘Let there be light,’” va-y’hi or, “and there was light.”
